CALL TO ORDER: Mayor Kelly Seyarto called the meeting to order at 6:30 p.m.

Kiana Thompson, a talented third grader at Rail Ranch Elementary School, sang the Star Spangled Banner.
INTRODUCTIONS AND MEETING OVERVIEW
Mayor Kelly Seyarto introduced the Council and City Manager and explained why the city was hosting the Town Hall Meeting. He said that this meeting was the first meeting in a series, the second meeting is tentatively scheduled for August 22, and a State of the City meeting is planned for November.
APPROVAL OF AGENDA
By unanimous consensus, the agenda was approved.
1. CAPITAL IMPROVEMENT INFRASTRUCTURE PROJECTS
Engineering Manager Bob Moehling's presentation on Capital Improvement Infrastructure projects included:
CIP Projects
· French Valley interchange
· Antelope Road alignment
· Monroe Street alignment
· Jackson Avenue connection to Ynez after French Valley Parkway
· Scott and Antelope interim intersection improvements - signals at ramps
Clinton Keith Corridor County Projects
· Six lanes to SR-79 with TUMF in Spring of 2007
· 1-15 design - TUMF funding
· 1-15 to city limits
Scott Corridor County Projects
Scott Road/I-215 Interchange
· Scott Road CFD and TUMF credits
· Widen Scott Road to four lanes from Antelope to Briggs, Spring 2007 start date

2. COMMUNICATION WITH CITY RESIDENTS
Simone McFarland, Communications and Marketing Manager, discussed how the City will better communicate with residents through the Cityscene Newsletter, E-scene, and the City's new website. She advised that the City's new website has added features which include: subscribe line, At Your Service Request Partner, live video stream and archived City Council meetings, press releases, and direct mail.
Ms. McFarland said that a city phone survey will begin in June where the community can provide their input through email, phone and snail mail. She reported on upcoming events which include the Father's Day Car Show on June 18, Murrieta Storm Night, Birthday Bash, Los Alamos Hills Sports Park Grand Opening July 29, and Los Alamos Interchange groundbreaking in July.
Enochs: Thanked both the community for attending and Bob Moehling for his presentation on the capital improvement projects.
McAllister: Thanked the community for coming to the Town Hall meeting.
Gibbs: Stated that knowledge is power and answers had been provided to concerns from the community.

At 8:14 p.m., Kiana Thompson sang for the audience and the Mayor announced refreshments would be served.
4. GOVERNING BODY ACTIONS/COMMENTS
Ostling: Thanked the audience for spending their evening at the Town Hall meeting.
Enochs: Expressed embarrassment and disappointment with traffic. Said there were good comments passed on regarding street sweeping, landscaping, traffic problems, and that Council will be responsible to fix problems and he won't be happy until they are completed.
McAllister: Stated that he was proud of the growth of the City, we are not finished with our efforts, and there are many projects left to work on. He advised that soon there will be an announcement on the Golden Triangle.
Gibbs: Discussed the community's frustration with traffic issues, saying these same issues are statewide, but City staff was responsive. He would like to review the schedule on Clinton Keith and I-215 and if needed add money for potential traffic directors at the rougher areas and get solutions from professionals and public. He is pleased that the community is a place where neighbors help each other and thanked everyone for coming to the Town Hall meeting.
Seyarto: Commented that Murrieta was the finest city in Riverside County and that no community is without problems. He said that staff has worked hard to provide solutions; traffic issues are everywhere, but the City has its own police and fire, with a new library, civic center and amphitheater scheduled for completion within the next two years.
