MURRIETA CITY COUNCIL MINUTES DECEMBER 13, 2006
MURRIETA COMMUNITY CENTER 5:30 PM SPECIAL TOWN HALL MEETING
41810 JUNIPER STREET MURRIETA, CA
INTRODUCTIONS AND ANNOUNCEMENTS: Mayor Douglas R. McAllister called the meeting to order at 5:35 p.m. Present were: Enochs, Gibbs, Thomasian and McAllister. Council Members introduced themselves, and Mayor McAllister identified the information tables available on City projects as well as tables for Western Municipal Water District, Riverside County Economic Development Agency, Murrieta Chamber of Commerce and Historic Downtown Murrieta Association. Council Member Bennett joined the meeting at 5:50 p.m.
Mayor McAllister opened the floor for general public comments, but none were made.
At 5:52 p.m. residents were encouraged to visit all the information tables and to submit requests to speak and/or comment cards to receive personal responses; and if the question is of general public interest, for inclusion in an upcoming City newsletter or in the Murrieta Insider.
INFORMATION TABLES were staffed for the following projects:
Ivy Street Bridge
Second Street Park
Adams Avenue Between Juniper and Brown Streets
Parking Lot Additions or Augmentations at the Community Center and Town Square
Town Square Construction
Reconstruction of Plum Street, Juniper Street and C Street
Overlay Improvements to the Numbers and Letter Streets
Western Water District Sewer Improvements
Drainage Improvements West of Washington Avenue
Senior Center Parking Lot
Fire Administration Building
Mayor McAllister reconvened the meeting at 6:40 p.m. Since there were no public comments on the projects, the Mayor shared the comment cards. One addressed timing for paving 3rd Street between C and Ivy and expediting completion of the park. Another suggested installing sewer in Plum Avenue instead of widening it. A third comment inquired why Plum would be paved before sewer installation and said sidewalks were not wanted. The last one questioned why 12 feet of easement is being taken for the widening project on Plum Avenue when there is only a 5-foot easement.
GOVERNING BODY COMMENTS
Gibbs: Conveyed that there was a general attitude from the attendees that the project designs were completed, not allowing an opportunity for input. So he indicated he would work toward having advance outreach to the public.
Thomasian: Commented this meeting underscores the need for a joint meeting with the Historic Preservation Advisory Commission, and that the Historic Downtown Specific Plan may need updated.
Enochs: Encouraged input from the community and advised residents to submit questions to the City. In addition, he acknowledged concern about sewer installation in the historic downtown Murrieta, and he suggested getting with Western Municipal Water District for answers.
McAllister: Indicated the Historic Downtown Specific Plan policies could be examined for fine tuning. He reminded attendees to check their raffle tickets for prizes.
ADJOURNMENT
Action: At 6:50 p.m. the meeting was unanimously adjourned on a motion by Thomasian and second by Gibbs.
