On Saturday, November 7, 2009 at 2:14 p.m., deputies from the Chino Hills Police Station served a search warrant at a residence on Valle Vista Drive in Chino Hills they believed was involved in narcotics activity . Joseph Rugeri and David Thorp were at the residence and during the service of the search warrant, deputies located a large amount of illegal narcotics for sale, chemicals used to process the narcotics, and other items indicating narcotics were sold from the residence.

In addition, stolen property and three semi-automatic handguns were located inside the house. Rugeri and Thorp were arrested and all the items were seized as evidence. Investigators are seeking two other residents who remain outstanding. The residence was within a short distance of an elementary school, therefore, the suspects bail was enhanced to $800,000 to further protect the community.
